The TSP Board is happy to announce that beginning February 1, 2026, David (Dave) Mintz will be taking over as our lobbyist/consultant.
David Mintz is a government affairs professional with more than 30 years of experience
navigating the Texas legislative and regulatory process. He has successfully advanced
policy initiatives across a wide range of issues, including health care, occupational
licensing, real estate, tax policy, and municipal regulation.
He founded Mintz Consulting in 2005 and previously led the government affairs program
for a prominent statewide trade association from 1992 to 2023. Earlier in his career, he
served as legislative staff in both the Texas House of Representatives and the Texas
Senate.
David is a Texas-registered lobbyist, trained mediator, and group facilitator. He has
served in leadership roles on several nonprofit boards and holds a bachelor’s degree in
government and a master’s degree in public affairs from the University of Texas at Austin.
Dr. Lisa Masters has been appointed by Governor Abbott to the TSBDE. We are thrilled to have continued STRONG periodontist representation on the board.
Dr. David Yu has officially retired from the TSBDE, along with his role as Presiding Officer.
Dental anesthesiologist, Dr. Bryan Henderson, has been appointed as the new chair.
We thank Dr. Yu for his selfless service to the board, and we are privileged to have Dr. Masters stepping up to take on this role.
Texas Periodontists stand tall and strong as leaders in our profession!

Lisa B. Masters, DDS, MS of San Antonio is a board-certified periodontist at the
Masters Dental Group and part-time faculty at UT Health San Antonio School of
Dentistry in the Department of Periodontics. She teaches in the Graduate Periodontics
Clinic. She is a member of the American Academy of Periodontology, Texas Dental
Association, American Dental Association and the San Antonio District Dental Society.
She has served on the boards of Southwest Society of Periodontics and Texas Society
of Periodontics. Dr. Masters has chaired the Anesthesia Advisory Committee and
served on the Texas Radiation Advisory Board. Dr. Masters earned her BS from Texas
A&M University, her DDS and MS degrees from The University of Texas Health Science
Center at San Antonio.

Effective September 1, 2023, The Texas Medical Disclosure Panel (TMDP) enforced amendments to the “Disclosure and Consent -Anesthesia and/or Perioperative Pain Management Form”. The amendments include an informed consent form to disclose risks of anesthesia provided by healthcare providers to their patients.
Dentists are not required to use this form; however, if an event transpires during treatment and there is no proof that the dentist informed the patient of the TMDP outlined risks, the dentist may be found negligent in informing the patient of the risks. While the TMDP consent form may be advantageous in civil litigation, it does not replace TSBDE requirements for informed consent for sedation/anesthesia.
In addition, you will want to review the portion of the amendments related to risks of the dental treatment.

It is each doctor or practice’s responsibility to determine how best to incorporate this new consent into their informed consent process AS WELL AS how to incorporate the dental treatment risks into their consent forms.

Dr. Sara Bender took over as president of TSP on January 28, 2023 after presenting Dr. Matt Steffer with a plaque of thanks for his years of service. Dr. Bender earned a Bachelor of Arts from Austin College in Sherman, Texas. She furthered her education at The University of Texas Health Science Center in San Antonio where she was Valedict

Dr. Bender is a Diplomate of the American Board of Periodontology.

Amy Purifoy Lopez has been named as TSP’s new executive director. Amy has worked in the periodontal field in Fort Worth for over 25 years. She brings a knowledge of the TSP and the TSBDE to the table.
